This is absolutely free and provides an option for a direct PCB order. Nice.

There are a lot of forms to be filled up so be patient.
You may write "research" or "evaluation" in the applications section.

Hittite has a wide range of RF and Microwave ICs from VCOs, Amplifiers,
Filters ,etc. Although, they usually are in surface mount package , they come with
an evaluation PCB so it is easy for you to make connections.

They don't however sample the non standard parts, designers kits and assembly modules.
